I love your cape cod. I would not change the shutters the window are what they are - you don't need to make the windows look bigger. I would however try to tie the garage into the house by updating the garage door and unify the side with a similiar design as the house.

It looks as if your front yard is very shady. The dark color on the shutters just about disappears. Perhaps if you paint the shutters white to match the window frames (and perhaps the posts by the front door?, they will "pop" and give the impression that the windows are larger and brighten up the appearance of the house. White might also help reflect more light into the rooms through the windows. Good luck!
